Job Status to move to "Estimated" when Estimate has got Costs

When an Estimate has been added to a Job/Master Job and the Status is NEW, then we should move the status to "ESTIMATED" if it is higher than ESTIMATED then no change is required.

This can be at the time the Estimated is Added, or the first Estimate Line has been added to the Total Estimate/Budget Value.
