Warn/Stop New/Changes on Transactions When Status is "On Hold", "Done" or "Lost"

Would be nice to setup under the Job Type what to do when a user is wanting to do something (add/change/delete) to a Job which is marked as "Work on Hold", "Done" or "Lost"

The options should be:

1. Stop any changes to Transactions

2. Warn that the Status is "XYZ"

3. Do nothing.

This should effect:

1. Timesheets

2. Estimates

3. Sales Orders

4. Bills

5. Goods in

If it is too hard to set this up under the Job Types, then we could just set it up globally.
